The Government of Indonesia enacted the Presidential Regulation Number 14 of 2024 on the Implementation of Carbon Capture and Storage (CCS) Activities (“PR 14/2024), which was entered into force on January 30th, 2024. The government aims to address existing regulatory gaps and encompass all aspects related to the implementation of CCS in Indonesia
The following CCS Operations are currently regulated under PR 14/2024:
i.Existing Oil and Gas Cooperation Contracts, ii. License-Based Implementation, iii. CCS Business Process (Capture, Transportation, Injection and Storage, MRV, End of CCS Activities, Incentives), iv. Mechanism for the Cross-Border Transportation of Carbon.
PR 14/2024 is an improvement from the preceding regulation of MoEMR Reg. 2/2023, for its specification that CCS activities can also be carried out in Carbon Storage Permit Area, which includes the relevant licensing.
