Wednesday, 06-03-2024

OVERVIEW

The Minister of Energy and Mineral Resources has enacted Regulation No. 2 of 2024 (MEMR 2/2024), marking a significant change in the regulatory landscape governing solar rooftop projects. The regulation focuses on solar rooftops connected to the grid by the holder of the Holder of Electricity Supply Business License for Public Interest. MEMR 2/2024 is an updated regulation that was preceded by MEMR No. 26 of 2021, and these updated modifications will affect the government, private solar rooftop developers, and customers within the solar rooftop industries.

The following are key changes brought about by MEMR 2/2024:

  • Installation is subject to available quotas,
  • Time required for Approval,
  • Removal of Net-Metering and Parallel Operation;
  • Penalties;
  • Carbon Economic Value for Solar Rooftop.

The effectiveness of the new changes remains to be seen, but it is essential to establish clear and fair procedures to address potential disparities among consumer segments.
